Dubai’s population is forecasted to grow to 5.8 million by 2040 from just 3.3 million in 2020, while the daytime population is set to increase from 4.5 million in 2020 to 7.8 million in 2040. This population growth is backed by concrete strategic plans from its leaders to support the emirates’ sustainable development over the next 20 years.
Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, launched Dubai 2040 Urban Master Plan to map out a comprehensive future map for sustainable urban development in the city.
The plan aims to future-proof the urban development of Dubai. The main goal is to make the emirate the best city in the world to live in by raising the quality of life in the city while increasing the population densities around the key mass transit stations. It focuses on reinforcing the emirate’s competitiveness as a global destination by providing access to a wide range of luxury products and services and attracting more investment companies, citizens, residents, and visitors to do business in Dubai over the next 20 years.
Part of the plan is to increase the land area used for hotels and tourist activities by 134 percent, land utilized for commercial activities to 168 square kilometers, the land area allocated to education and health facilities by 25 percent, and the length of public beaches by as much as 400 percent in 2040.
Development and investment will focus on five main urban areas. Two of which will be new, while the other three will be revitalized. The existing urban centres that highlight Dubai’s tradition and heritage include Bur Dubai and Deira. The business and financial centres are Downtown and Business Bay, and the hospitality and leisure centres will be Dubai Marina and JBR.
The new centres include the development of Dubai Silicon Oasis centre into a science and technology and knowledge hub and the Expo 2020 Centre into becoming a focal point for exhibitions, tourism, and logistics sectors.

Overall, Dubai 2040 Urban Masterplan seeks to promote sustainable economic growth by providing sustainable and flexible means of mobility, fostering more significant economic activity, and attracting more investment companies to invest across various sectors of the economy. This is alongside the development of the environment, safeguarding of cultural and urban heritage, and developing comprehensive legislation and planning governance model.
